The National Alliance for Safety and Health in Healthcare welcomes the Saskatchewan Ministry of Health’s release of an operational plan on budget day that focuses in part on improving home and long-term care for seniors and enhancing safety for healthcare workers.
Bolstered by the federal government’s investment of $190.3 million for home care included in Saskatchewan’s 10-year health funding agreement, efforts to achieve a culture of safety, including continued focus on the implementation of the Safety Management System across all healthcare service lines, could significantly improve seniors’ care in this province.
Much work needs to be done to achieve the provincial government’s goal of no patients or staff being harmed by 2020, and a co-ordinated national strategy is critical to addressing health human resources challenges on the frontline of elder care across the country.

In recent Canadian OH&S News legal precedent has been set in relation to WCB insurance and bullying in the workplace.  Workers Compensation Board of Prince Edward Island (WCB) recently awarded benefits to a Hazelbrook, P.E.I. woman, after ruling that her husband’s death by cardiac arrest had been linked to workplace bullying.  The reward to the widow was “based on a finding of fact that there was bullying, that there was resultant stress, that that stress was of a degree in severity that induced a heart attack, and that heart attack was fatal,” said her lawyer.  The widow’s lawyer in this case James W. Macnutt explained that he and his colleagues, in preparation for this case, attempted to find legal precedent involving a link between workplace bullying and a fatality.

Earlier this spring WCB NS released a draft policy regarding Noise Induced Hearing Loss (NIHL) and they asked system stakeholders, such as employers, to comment on the proposed draft changes.

Office of the Employer Association NS (OEA NS) held employer consultation sessions and convened a committee of employers who met between May and July to look at the proposed draft policy, complete a cross jurisdictional scan and review relevant OHS standards from Canada and the USA in workplace noise assessment and adjudication. Jennifer Bullman WCB Specialist was the representative from CDHA on this committee.

AWARE-NS had posted this communication on their website early in April to allow for follow up.

The due date for all stakeholders who wish to comment on the WCB’s proposed policy draft is Thursday July 31, 2014. OEA NS wrote, at the urging of employers, to the Minister of Labour to request additional time for consultation on this policy however this request was denied. Later this fall, employers and OEA NS expect the NS Dept. of Labour and Advanced Education (OHS Div.) to release their draft of phase 2 of Workplace Safety Regulations, of which noise is an important topic.  OEA believes both drafts should have had a consultation period which enabled employers to review both drafts concurrently.  But this did not occur.

As you know it is important for employers to respond to this draft policy and the proposed changes.  It is important for the WCB NS to understand employer’s concerns which arise from the draft policy. Please click here if you would like to access a form letter for response.
